New Laptop Cannot Stream

Hello!

I am at my wit's end here. I purchased a new gaming laptop about a month ago. I don't even stream games, I just hang out with a small group of people and usually watch music videos, concerts, etc. It's really my only escape and a way to decompress. I perhaps foolishly thought a gaming laptop could handle anything and that it could only improve the quality of my stream. It appears that I was wrong.

Laptop: Nitro V 15 ANV15-52 16GB Ram

I've tried streaming on OBS and Meld. I tried using my exact settings from my old laptop which streamed just fine, but that didn't work. So, I did use the encoder and that didn't help. Initially, the issue was like 95% of the frames dropping, but then I used the encoder to offset to the GPU. Now, I don't experience frames dropping but I think an out of control bitrate. On OBS, twitch inspector is showing that the bitrate was too low. On Meld, too high.

I've attached a log from a previous session where I tried to test the stream on OBS. I will also include screen shots of twitch inspector and my obs settings.

Desperate is an understatement. I would appreciate any help at all.

Hi! Thank you for responding!

So in another forum, it was suggested that I turn off 'Prioritization Engine' in the Killer Control Center. So, I did that. Are you saying there's something else I need to do with that?
